What is the SMSTS course?

Our Site Managers’ Safety Training Scheme (SMSTS) classroom course is for site managers, agents and anyone currently responsible for planning, organising, controlling, monitoring and administering groups of workers on construction sites. It is also ideal preparation if you expect to take on such a role in the future.

This five-day site management course covers the core health and safety issues involved in construction. It aims to provide candidates with a comprehensive understanding of how to identify and manage workplace hazards.

Many candidates take the SMSTS classroom course as a way to build upon their existing knowledge and advance their career in construction.

Course programme and duration

This five-day classroom course covers the following topics:

  • The Health and Safety at Work Act and CDM Regulations 2015.
  • Site set-up.
  • Risk assessments and method statements.
  • Working at height.
  • The health and safety implications of working with scaffolding, electricity, excavations, demolition, and confined spaces.
  • Any recent changes in accepted working practices and behavioural safety.
  • Changes in accepted working practices.

Assessment and certification

The SMSTS course consists of 2 assessments:

  • An examination paper, with 20 multiple choice questions and five short written questions.
  • A trainer review.

The trainer review considers the candidate’s contribution and behaviour over the five days, and includes 3 elements:

  • Candidate performance in group exercises.
  • Candidate engagement – providing answers/suggestions during the course.
  • Core exercises completion – the candidate must prepare and deliver 4 core exercises around specific areas of site health and safety.

You cannot receive a certificate without full attendance. Anyone unable to complete the course due to sickness or other circumstances must enrol on a new course and attend all five days again. 


SMSTS training certificates are valid for five years. However, due to changes in technology, the law, environmental management, and cultural behaviour, it is recommended that you take the SMSTS Refresher Course within three years.

Supporting materials

To help you prepare for the assessment and trainer review, you will be provided with homework assignments and interactive revision materials covered by the course fee.

These interactive revision questions are based on actual assessments and include immediate feedback. You can use these materials as many times as you wish.

Pass Rate

Our pass rate is more than 95 percent for the SMSTS course.

Course cost

The SMSTS classroom course costs £595.00, excluding VAT. This fee includes exam fees, course materials, lunch and refreshments.

MOD ELC funding

ELC funding excludes course materials, lunches, and refreshments (the student must fund these). Please contact the Phoenix sales team to confirm prices.

Frequently asked questions

When and how will I receive my results and certificate?

Results and certificates are provided by CITB within four weeks of completing the course.

Are there any entry requirements?

No, but it is recommended for candidates to have passed the SSSTS course, or to have some basic understanding/knowledge of construction site safety.

Do I need to pay for the exam?

No, the fee includes the cost of the exam.

What happens if I fail the assessment?

We have an excellent pass rate of 95 percent. However, the exam can be re-taken within 90 days if necessary.

If a candidate passes the trainer review but fails the final examination, the candidate may re-sit the examination (depending on their mark).

If a candidate scores less than 69% in the examination, they must attend the full course again, before re-sitting the examination.

Is food and drink provided?

Yes, the course cost includes lunch & refreshments.

What is the pass mark for the exam?

The examination pass mark is 80%, There are 20 multiple choice questions and 5 short, written questions. Five safety-critical questions in the exam paper must all be answered correctly to pass.

For the last ten minutes of the exam, candidates are permitted to use Construction Site Safety – The Comprehensive Guide (GE700) and The Construction Site Management Delegate Workbook (XA6).

How long is the exam?

The examination takes 30 minutes.
