What is the NVQ Level 5 Diploma?

NVQ Level 5 is a practical course, leading to the premier vocational qualification for health and safety professionals. It is suitable for senior safety practitioners who wish to achieve chartered membership of The Institute of Occupational Health and Safety (CMIOSH), and prefer to do via a project-based route, rather than through academic study.

The practical, evidence-based and flexible nature of the NVQ course means that there are no exams or classroom components. It is therefore ideal for candidates who wish to continue working while studying.

NVQs are widely valued by UK employers across all industries, and Level 5 is recognised as equivalent to a foundation degree.

Successfully completing the course demonstrates the ability to apply theoretical knowledge of the health and safety field to the real-world environment of a workplace in an effective manner.

Who should take NVQ Level 5?

The typical candidate is likely to be a health and safety practitioner with a few years’ experience, who has already attained a level 3 qualification such as the NEBOSH National General Certificate. NVQ Level 5 is ideal for supervisors or managers, either part of the senior management team within their organisation or reporting to it, although not yet at board level.

Only someone in such a position will have the capacity to put together the required portfolio, demonstrating knowledge of health and safety as it applies to the workplace, including issues such as policy and culture. Many of those who undertake NVQ Level 5 are sponsored by their employers, and are aiming to report back to the board with their findings.

Course programme

Before starting the programme, all candidates are required to complete a self-assessment and personal action plan to identify their:

  • Specific training needs
  • Support and guidance requirements
  • Units that have already been completed, or existing credits that have been acquired

There are 11 mandatory units to complete:

  1. Develop and implement effective communication systems for health and safety information
  2. Promote a positive health and safety culture
  3. Develop and maintain individual and organisational competence in health and safety matters
  4. Control health and safety risks
  5. Develop and implement proactive monitoring systems for health and safety
  6. Develop and implement reactive monitoring systems for health and safety
  7. Develop and implement health and safety emergency response systems and procedures
  8. Develop and implement health and safety review systems
  9. Develop and implement a health and safety audit
  10. Behavioural safety in the workplace
  11. Develop and implement the health and safety policy

There are also the following elective units, which are optional and allow learners to demonstrate their competence in more specific occupational health and safety areas:

  • Influence improvements in health and safety practice
  • Manage contractors to ensure compliance with health and safety
  • Develop and implement the health and safety induction process

Candidates who wish to gain IOSH chartered membership must also complete a further unit:

  • Professional development and ethics in health and safety management 

Course duration

This is a flexible course, and the time it takes to complete is at the discretion of each candidate. Between 15 and 18 months is the average. Some candidates fit it into a year, while others take longer than 18 months. Additional support can be purchased if more time is needed.

Study method

Study is work-based and your tutor support is done remotely, which means that NVQ Level 5 courses can be undertaken anywhere in the world. Phoenix will appoint a dedicated tutor, who begins by arranging the candidate's induction. This can take place face-to-face, by telephone or video call, depending on location and circumstances.

NVQ Level 5 is a distance learning and assessment programme. Work and evidence are submitted electronically via a cloud-based system or by email. Tutors provide support and training mainly through telephone and Skype calls, and by email.

Cancellations following a confirmed booking will be charged a £30 administration fee. Once materials are sent, refunds cannot be offered.

Guaranteed Pass

Phoenix Health & Safety offer a guaranteed pass on all distance learning courses. This means that candidates are entitled to continue studying (free of charge) if they fail to meet the required standard in the examinations. If applicable, the delegate will be required to pay the exam fees for any re-sits.

The guaranteed pass only applies if the following criteria are met:

  • The candidate is accepted onto the course by Phoenix Health & Safety
  • The candidate takes a full and active part in the course, and completes any tasks/projects set
  • The candidate meets the required standard in all tutor – marked assessments.
Course Content

Assessment and certification

Each candidate is required to produce a portfolio of evidence which demonstrates their achievement of all the learning outcomes and assessment criteria for each unit.

The candidate gathers evidence for each unit and shares it with the tutor for guidance, and to ensure that it meets the requirements for that unit. Once the tutor agrees that is suitable, it is sent off for assessment.

This effectively means that the candidate is sure to pass the assessment, because only work that meets the required standard is submitted.

Other advanced qualifications frequently taken by successful NVQ Level 5 candidates include the NEBOSH National Diploma and the NVQ Level 6 Diploma in Occupational Health and Safety.

Frequently asked questions

When will I get my results?

You receive a pass or fail result once each unit is moderated. However, your Phoenix tutor won’t send off a unit unless it’s going to pass the course unit criteria.

Are there any entry requirements for the NVQ level 5?

There are no formal entry requirements, but candidates must be aged 19 or over. We recommend that candidates are experienced in health and safety roles. Before starting the programme, you will be asked to complete a self-assessment to identify training needs.

How long does this qualification take?

On average, it takes delegates between 15 and 18 months. Some candidates manage to complete within a year, while others take longer than 18 months. Additional support can be purchased if you require more time to complete the qualification.
